Another problem – for example, there still is no Supreme Court opinion interpreting the president's January 2011 new executive orders as law, according to various stories over and by this president as well as even by Congress's majority: A New York federal judge could have asked to intervene now, just as the New Orleans Court did under former President Barack Obama. In any case, courts should weigh whether it needs congressional or state cooperation so as to take decisions affecting all.
